Disaster Financial Assistance
When a natural disaster occurs, the Manitoba government may declare the event eligible for Disaster Financial Assistance (DFA). A DFA program helps Manitobans recover by providing financial assistance for uninsurable losses. DFA programs are established on a case-by-case basis when a natural disaster has a defined start and end date and causes the following:
- The disruption of essential goods and services
- Damages to essential infrastructure
- Widespread damage to property or the environment
- Significant financial burden
Assistance is provided to meet essential needs and restore function of essential items.
If a DFA program is established, assistance is generally provided for the recovery needs of:
- Local authorities;
- Occupied private principal residential properties;
- Farms;
- Small businesses; and
- Not-for-profit organizations.
DFA is a program of last resort and is meant to re-establish a basic standard of living and operations, recognizing that claimants must share in the cost of recovery. Not all emergencies or disasters will result in a DFA program being established.
Manitobans are encouraged to always check with insurance providers to see what coverage is available.

Active DFA Programs
Disaster Financial Assistance (DFA) programs may be established when a natural disaster occurs and has the following:

- widespread damage to property or the environment
- significant financial burden
The following events have an established DFA Program:
2026 June Heavy Rains
Manitoba has established a DFA program for the 2026 June Heavy Rains.
- Program Announcement Date: June 11, 2026
- Deadline to request DFA: September 9, 2026
Primary residences, farms, businesses and non-profit organizations
Primary residences, farms, businesses and non-profit organizations with impacts related to the heavy rains may apply to the DFA program.
Insurable damages are not eligible for DFA. Secondary properties such as cottages are never eligible for DFA. In addition, DFA does not assist with loss of income, revenue, wages, market share or opportunity.
