Secondary Suite Permits
A secondary suite is a self-contained living space on the same property as a house.
This could include:
- A basement apartment
- A suite within the home
- A detached backyard suite or suite above a garage
Building a secondary suite requires approval from the Municipality.
Do I Need a Permit?
Yes. Creating a secondary suite requires:
- A Residential Building Permit
- Approval under the Zoning By-law (often a conditional use)
Where Are Secondary Suites Allowed?
Secondary suites are allowed in specific zones (such as agricultural and residential areas).
They are not permitted in all zones.
What is a “Conditional Use”?
A conditional use means:
- Your project must be reviewed and approved
- Neighbouring properties may be considered
- Approval is not automatic

Size and Design Requirements
Attached Suites (within the home)
- Minimum size: 350 ft²
- Maximum size:
- Up to 861 ft², or
- Up to 80% of the main dwelling size (whichever is smaller)
Detached Suites (separate building or above garage)
- Maximum size: 861 ft²
- Must be smaller than the main dwelling
- Must be at least 10 ft away from the main building
General Rules
- Only one secondary suite per property
- Must have:
- A separate entrance
- At least one parking space
- Water and sewer servicing (if available)
Not Permitted
- Secondary suites are not allowed on properties with duplexes or multi-family dwellings
- Home-based businesses are not allowed within secondary suites

- Fire separation between units
- Proper exits (doors or windows)
- Safe electrical, plumbing, and ventilation systems
