Subdividing Property

Subdividing property creates new lots or adjusts property boundaries and is subject to approval under The Planning Act.


What is a Subdivision?

A subdivision is the process of:

  • Dividing a property into new lots
  • Adjusting property boundaries
  • Combining or reconfiguring parcels of land

Why is approval required?

Subdivisions must be approved under The Planning Act.

In Manitoba, subdivision applications require approval from both the Province of Manitoba (through Community Planning) and the Municipality or Planning District.

This coordinated review helps ensure that:

  • Lots are suitable for development
  • Municipal services (water, sewer, drainage) are available
  • Natural features are protected
  • Development fits with surrounding land uses
  • Planning policies and regulations are followed

When is a subdivision required?

Subdivision approval is required when:

  • Creating new lots
  • Adjusting property lines
  • Combining or reconfiguring parcels of land

Application Process

1. Pre-Application (Recommended)

Applicants are encouraged to meet with municipal staff and/or Community Planning to discuss the proposal and review requirements.


2. Submit Application

Submit a subdivision application to the appropriate Provincial Community Planning office.


3. Provincial Review & Circulation

The Province (Community Planning) reviews the application and circulates it to:

  • Provincial departments
  • Utility providers and other agencies

4. Provincial Report

Community Planning compiles comments from the circulation and prepares a report for the Municipality.


5. Municipal Review & Decision

The Municipality:

  • Reviews the application and provincial report
  • Holds a public hearing, if required
  • Makes a decision to:
    • Approve the subdivision (with or without conditions); or
    • Reject the application

6. Conditions & Registration

If approved:

  • Conditional Approval is issued
  • Developer must satisfy all conditions
  • A Certificate of Approval is issued by Community Planning authorizing the registration of the subdivision at the Land Titles Office

What happens after approval?

Once registered, the new lots are legally created and can be sold or developed.

  • Developers planning new residential, commercial, or agricultural development
